Aquino to sign Martial Law Compensation Act on EDSA anniversary
President Benigno Aquino III will sign into law a landmark legislation giving compensation to victims of human rights violations under Martial Law.
In a radio interview Saturday, Presidential Communications and Operations Office head Herminio Coloma Jr. said this recognizes the abuses the rights victims underwent under Martial Law.
“Lalagdaan ng Pangulong Aquino ang Human Rights Victims Reparation and Recognition Act of 2013. Ito ang opisyal na pagkilala ng pamahalaan sa karahasan at kalupitan sa mamamayan at bibigyan sila ng karampatang compensation sa paglabag sa kanilang karapatang pantao noong Martial Law,” he said on government-run dzRB radio.
He also said several activities have been lined up for the 27th anniversary of the EDSA-1 People Power revolt, which ousted then strongman Ferdinand Marcos.
The EDSA-1 revolt also catapulted the late Corazon Aquino, President Aquino’s mother, to the presidency.
Coloma also said Aquino may participate in other activities on Monday, including the Salubungan along EDSA near the People Power Monument in Quezon City.
New measure
Under the measure to be signed on Monday, P10 billion in funds from the alleged ill-gotten wealth of the Marcoses will be used to pay the victims.
The law also mandates the creation of the Human Rights Violations Victim’s Memorial Commission.
The commission will work with the Department of Education and the Commission on Higher Education “to educate young people about the abuses committed by the Marcos regime and the heroism by those who opposed it,” a Palace statement said.
